Certificate 3 Guarantee funding is available to support eligible participants to complete their first post-school Certificate III qualification and increase their skills to move into employment, re-enter the workforce or advance their career.

As a Pre-Qualified Suppler ("PQS") of training programs funded by the Department of Employment, Small Business and Training, we would like to notify you of the following information relevant to your enrolment.

What is the Certificate 3 Guarantee?

The Certificate 3 Guarantee provides eligible individuals with access to a subsidised training place in a certificate III level qualification with a pre-approved Registered Training Organisation ("RTO").  The government's aim is to assist working-age Queenslanders without a post-school certificate III or higher-level qualification to complete a nationally recognised certificate III qualification that leads to:

  • a job outcome for individuals trying to enter the labour market or their desired industry/career
  • advancement in the workplace or career progression for individuals already employed in their preferred industry

Are you eligible?

To be eligible to receive the Certificate 3 Guarantee students must:

  • be 15 years of age or older
  • have finished secondary school or are no longer at school (unless VETiS approved)
  • permanently reside in Queensland
  • be an Australian citizen, a New Zealand citizen, Australian permanent resident (includes humanitarian entrant), or temporary resident with the necessary visa and work permits on the pathway to permanent residency
  • not hold or not be enrolled in a certificate III or higher qualification from 1995 onwards.  This includes any equivalent certificate III or higher level qualification irrespective of whether the qualification was completed as part of a university degree, apprenticeship or traineeship.  However, a certificate level III qualification completed while at secondary school and foundation skills training does not exclude you from accessing the Certificate 3 Guarantee program

Employment status does not matter.  Recipients of the Certificate 3 Guarantee can be unemployed and seeking work, or be working on a full-time, part-time, be self-employed or work on a casual basis.  Further information on the Certificate 3 Guarantee Program please visit https://training.qld.gov.au/training/incentives/certificate3.

Do I need to contribute to the cost of training?

Students undertaking training under this funding are required to contribute to the cost of their training through a co-contribution fee.  The amount of $25.00 (concessional) and $60.00 (non-concessional) is payable on enrolment.

This fee may be paid on your behalf by an employer or another third party.

  • Concession students - $25 (12 units, $2.08 per unit)
  • Non-concession students - $60 (12 units, $5.00 per unit)

BSB31115 Certificate III in Business Administration (Medical)

  • Concession students - $25 (12 units, $2.08 per unit)
  • Non-concession students - $60 (12 units, $5.00 per unit)

BSB30215 Certificate III in Customer Engagement

  • Concession students - $25 (12 units, $2.08 per unit)
  • Non-concession students - $60 (12 units, $5.00 per unit)

MSL30116 Certificate III in Laboratory Skills

  • Concession students - $25 (13 units, $1.92 per unit)
  • Non-concession students - $60 (13 units, $4.62 per unit)

SIT30616 Certificate III in Hospitality

  • Concession students - $25 (15 units, $1.67 per unit)
  • Non-concession students - $60 (15 units, $4.00 per unit)

Do I qualify for the concessional rate?

Concessional student status applies when:

  • the student holds a Health Care concession card or Pensioner concession card issued under Commonwealth law, or is the partner or a dependant of a person who holds a health care concession card or pensioner concession card, and is named on the card
  • the student provides Gold Training with an official form under Commonwealth legislation confirming that the student, his or her partner, or the person of whom the student is a dependant is entitled to concessions under a health care or pensioner concession card
  • the student is an Aboriginal or Torres Strait Islander
  • the student is a school student and is enrolled in a VETiS program (may include youth in detention)
  • the student has a disability
  • the student is an adult prisoner

Please note: if you are applying for concession rates, you will need to provid evidence of the above.

Unique Student Identifier (USI)

From 1 January 2015, participants undertaking nationally recognised training require a USI before they can achieve their training records and results.  Once a USI is created participants will continue to use their USI for any future nationally recognised training they undertake.

Your USI links to an online account that contains all of your training records and results that you have completed after 1 January 2015.

If you would like to create your own USI prior to commencing training with Gold Training please visit www.usi.gov.au.  Alternatively, with your permission (which can be provided when completing your enrolment form) Gold Training will create your USI number on your behalf.

We will confirm with you whether we are running any courses for your selected qualification.  Once this has been determined we will walk you through the enrolment process.

Evidence of eligibility

You will need to complete an enrolment form and provide supporting documents that support your eligibility.  Evidence required:

  • enrolment form
  • photo ID
    • driver licence, proof of age card or passport
  • QLD residency
    • QLD driver licence, official government letter, utilities or bank statement
  • citizenship
    • green medicare card, passport or birth certificate
  • if you completed any certificate III courses or above while at school, you will need to provide a statement of attainment and a senior certificate
  • if you completed any certificate III courses or above prior to 1995, you will need to provide a statement of attainment, displaying the year of completion
  • if you have previously completed any accredited study, please provide a copy of your qualifcation or statement of attainment for the purposes of credit transfer
  • recognition of prior learning
    • if you have prior experience in your chosen field of study, please request from Gold Training administration further information on applying for RPL
  • evidence of concessional status (if applicable)

If you are unable to provide any of the essential eligibility evidence above, you will need to complete a Statutory Declaration with a Justice of the Peace declaring your statement to be true and attach the original to your enrolment.

Language, literacy and numeracy (LLN)

A LLN assessment must be completed as part of the enrolment process and is to be submitted with all other required documentation.  The Gold Training LLN assessment suitable for this qualication can be accessed by our website, and will be provided to you.

Pre-enrolment considerations

The Department of Education Queensland provides funding for one Certificate 3 Guarantee funded qualification per eligible participant.  This means, if eligible, once you complete a certificate III funded qualification you will no longer be eligible for funding under this vocational education model.  For further information, the Department of Education provides a student fact sheet available on their website, https://training.qld.gov.au/home.
